The Estonian Ministry of Defence (MoD) and Hanwha Aerospace announced in separate press releases on 11 May 2026 that the Estonian Centre for Defence Investments (ECDI) signed a government-to-government contract that day with the Korea Trade Investment Promotion Agency (KOTRA) to procure three more K239 Chunmoo multiple rocket launchers (MRLs) from the South Korean defence company. The agreement was signed by ECDI Director General Elmar Vaher and KOTRA President and CEO Kyung Sung Kang.

Estonian Defence Minister Hanno Pevkur and his South Korean counterpart, Ahn Gyu-back, signed a defence co-operation agreement in Seoul on 23 October 2025 for Estonia to purchase six Chunmoo MRLs.

Janari Kasemets, Category Manager for Combat Platforms at the ECDI, said, “At the end of last year, we signed a contract with our South Korean partners for the acquisition of six launchers, rockets, and training support. With the contract signed, we will receive three additional launchers, further enhancing our precision strike capability.”

In addition to six Chunmoo MRLs, the EUR290 million (over USD340 million) contract signed in December 2025 included three CGR-080, CTM-MR, and CTM-290 munitions, as well as operational and training support. Chunmoo is mounted on 8×8 trucks, with 239 mm guided rockets with a range of up to 80 km and longer-range missiles, such as CTM-290 tactical ballistic missiles with a range of up to 290 km.

The Estonian MoD said that as part of the framework agreement, Hanwha will invest one-fifth of the total procurement contract value in Estonian industry. The ministry expected the initial investment to return EUR40–60 million to Estonian defence companies over 10 years. Asked by Janes
